In my ultra professional opinion, I guess that it depends on what you intend to do with the said bike. If you intend to do any serious riding (as in more than like maybe 3 city blocks) choose the 3 speed rally sport - it not only adds to your already stylish image, but it looks like you could do some mad bike riding. If you plan on just looking uber-cool and crusin around the neighborhood, then go for the chopper.
In my humble opinion ( which I realize is rarely humble) it seems that both of these bikes are more about style than actual riding. A lightweight, maybe even aluminum, mountain bike would be more comfortable and have much better balance over a greater range of terrains. And since I assume that neither of these bikes are cheap you can probably even get a good brand name mountain bike as well. Trek, Giant or Kona maybe. So it's either Cool or Capable....you decide

Well Drew... when it comes to super stylish modes of transport you really need to get ahead of the game. Try and predict what will be super stylish in the years to come. Now... being a "trendsetter" myself I have predicted or, made a "projection" if you will...

well, since #1 kinda looks like you would be seated in such a way that your arms would be actually above your torso, i think this would suit you. i can see you cruising and swaying in some kind of peculiar hat and glasses on the #1.
While lowriders are ultra-cool, I can never really trust the structural stability... also, the way everything is situated doesn't bode well as to the comfort factor on that seat, if you know what I mean... alright, just be careful of your junk man...
so I guess go for the second one... just opt for the basket and handle bar streamer upgrades
